Pour a few glasses of water, add sugar and then spices. Vinegar is not necessary, do not need dill. Boil this case and pour vinegar into the marinade afterwards. Remove from heat and cool. Garlic must be cleaned, then remove the layer of scales. Put the fennel blossoms in jars on the bottom, and then put the garlic on top. Pour all this marinade, and then put in the fridge for a month or two. It should be cool, but do not overdo it with spices that are sharp.
